There was "trick" to switch XHCI to EHCI at BIOS/EFI at Haswell chipsets, which essentially forces host controller to USB 2.0 mode (and completely disables USB 3.0 functionality), this switch is missing at recent Skylake series chipsets, because it doesn't support EHCI at all, however this doesn't mean such host controller generally doesn't work with USB 2.0 devices. Peripheral device doesn't really work at this level, so naturally couldn't really "require" or "see" EHCI.

I think the Renesas card I purchased is actually USB 2.0, Everest reporting some things funny and I just copied and pasted out of the PCI devices. I have the Renesas USB 3.0 4-port PCI-E add-on card for additional USB, I actually do need it for my Yamaha Motif 6 synth, Allen & Heath board, and other older gear.
